I have never heard of a bank doing that. Heck I thought we had problems because the bank our SU recommends can't figure out how to let each troop have access to online banking. Now I feel like my problem is just a minor inconvenience.
Technically they do have the right since every troop account is using the same tax ID number, however I am pretty certain the banks around here do not do that.
You need to talk to the treasurer for your service unit ASAP. When there has been a dispute over money in our SU, the SU or council will usually cover the debt then go after the responsible party.
