Banks don't deal in precious metals.
A jeweler or precious metals dealer would pay you the going rate for the silver.
Don't expect too much: silver is trading for about $23 a troy ounce today. By the time the dealer adds in fees and commissions, you'll get less.
I'd hold onto it.
