Large steep bank. What are some hearty low ground cover plants?

I've got a large bank (approximately 15 feet by 80 feet) that's at a steep angle that I have trim with a string trimmer every time the grass gets long. I'd like to put up a retaining wall for the lower 5 feet of the bank and then cover the rest with some low shrubs that require little to no...

How about some of the different types of Ground Cover in the Sedum family? Some of them flower, and are very low maintenance and tolerate drought. Dragon's Blood Sedum is a beautiful dark red color and one of my favorites. Also, what about a few clumps of Dianthus? This gets small Carnation type blooms. You could also go with some blooming shrubs such Rose of Sharon or even Burning Bushes for beautiful Fall color.
