I'm not sure I understand the question.

I live near a food bank (I live in the city,) and the people who use it seem to be in genuine need. They don't require a statement of income to receive food, so I suppose the people might really be able to do without it, but I also don't get the impression from the workers that they feel people are abusing the system. It's for people who need food, for whatever reason, and those people are getting food.

I don't know of any adoptive or foster parents who use the food bank. I don't think that people who can't afford to feed their families are in a position to foster or adopt, or would be approved based on their income.

Perhaps it's different in your area? If so, could you clarify what you mean by "abuse," and why foster or adoptive parents specifically would be the ones using the food bank?

The company I work for (Non Profit) uses the food bank regularly (for a fee) to provide food to some of our clients so, I have been to our local Food Bank regularly.

1) There is really know if someone is a Foster/Adoptive parent.
2) As a current FP and AP, I did not know that was an option.
3) I agree with Aloha Girl, Foster parents receive money to provide food and AP's really should have the means to provide food. (Unless they fell on hard time, and with our current economy, anything possible.)

Define abuse? I don't know many adoptive parents or foster parents who use the foodbank, but the families of the children do.

We did though support a charity called the Good Food Box where we got our veggie supply for the week...they get it from local farmers, and it is half the cost of the grocery store. It was not just for those without money but to promote nutrition. I have to say also that they ran and were delivered to local non profits, but if not enough people signed up they couldn't run it...thus getting it helped those who cant' afford it. (we drove to inner city to pick it up)

But I also don't liek the term abuse the foodbanks......I see judgement coming out there!

If someone could pass the screening to be a foster parent then I think it's safe to say that they would not need to use a food bank and they can best serve those who do need them.
