usually not. there is a notice by your social security number that tells other banks that you are in arrears. You will have to pay off the bank to open another account. If you just want to save money try one of those prepaid credit cards. the monthly fee is small and you can use it just like cash
No, Sorry to say. The FDIC has made it law that all banks have that now and even if you arrange to make payments until you get it payed off you won' be able to open checking account any where. Unless you find one not supported by FDIC and to my knowledge there isn't one.
If they have you flagged in ChexSystems it will be difficult. Work with your debtor to see if you can make payments on the account.
