Easier to run a scam if it is called a religion. Politicians want votes so they all religions free run of almost anything at the expense of the rest of the people.
He would have had to take a cut in income to do that, put in a lot more work, and put his life in danger.
Further, there was no Internet at the time. So he could not have sent out emails from Nigeria.

It's much worse than a Nigerian bank scam. A Nigerian bank scam only dupes you out of your money. Scientology dupes you out of your life & your money.
He died before the internet exists.
You make more money with a fake religion.
