From what I have heard, you must contact your financial institution and inform them that you are going to be using your card in Mexico.
If your card is being denied at one bank, it will be denied at all because your bank has denied the transactions. The package that they send out contains all the conditions and terms for use and if you do not have a magnifying glass you may have missed some of the fine print
Unless you do this your transactions will be denied. It is impossible to get all the information from all the financial institutions and their policies without an extensive investigation.
Cards have been lost and found by "Jose" who then maxed out at Pepes store and US institutions are out of luck. Not to mention the cardholder conspiring to do much the same thing for a piece of the action.
It is for this reason they would prefer that you contact them for approval to use the card anywhere for that matter.
Ban Norte will allow you to withdraw from debit cards and more at the atm, but you do need to let your bank know where you are and that you are trying to get money with your card. That way they will not see suspicous activity and freeze your cards.
I have been to central mexico several times and never informed anyone and my card always worked everywhere.
