Depends on which state you are fishing in. Illinois allows up to 3 rods with 2 hooks per rod in the water at a time. You simply need an Illinois license. Illinois has reciprocal aggreements with border states(Ky, Mo etc) where you simply have to hold a license from your home state to fish the banks. You just have to follow that states regs. Google "DNR (your state)" for specifics.
