What lie? That a bank should be able to decide if their investment in an a specific area is wise? You only say minority area, you didn't say if it was a crime ridden area, a flood area, come on..you have to do better than this if you want to assign blame to someone other than yourself or your team.

The RESULT of the lawsuit was to REQUIRE a proportionate amount of all lending be to those areas - from which virtually no qualified applications ever come. It further codified into "regulation" the presumption UNDER LAW that if any such politically designated area received less than "its share" of lending, that fact ALONE was PROOF of "illegal discrimination" for which officers would be PROSECUTED.
