I entered the US on business by B1 visa, and i want to open a bank account, i contacted "Key bank" but they required (SSN or ITIN), "Bank of America" can accept my passport with my home ID but as i am located in Burlington, VT the nearest Bank of America branch is 90 miles away so this is not a...

I think you can. Just go to the bank that you want to open your account with and ask what are the information that they would need. Usually your passport and something like a utility bill or phone bill that shows your name and address or your credit card will definately do.

I know this because a person was able to open one at the Chase bank without a TIN or SS.

Here's the problem.

Most banks want to use a standard number to uniquely identify you when you open an account. For US citizens, this is clearly the SSN because many bank transactions (particularly interest) have to be reported to the government.

The ITIN is a number issued by the IRS for people who don't have an SSN, but to get one you have to have a valid tax reason. As an NRA, even if your bank paid you interest on your bank account, it's not taxable to you, so the IRS won't issue you an ITIN just for this purpose.

After 9/11, banks also have to comply with the Patriot act that requires them to verify your identity. BOA is willing to do that with your passport, many banks in the Southwest will accept Mexican consular cards, etc, but it's left up to the individual bank if they will work with you.

It's difficult to open an account with a brokerage house as most don't want to deal with the withholding issues for a foreigner. (If you did have the account, you could use the existence of the account to get the ITIN issued.)

The best thing to do is to do some research online.Years ago, you could open a bank account without a SSN but since 9/11 things have changed for our security.
