If you would have given a little more info it would have been helpful, however I located one Ronald Banks in a Michigan prison facility, try the Earnest C. Brooks Correctional Facility in Muskegon Heights, Michigan. If you are looking for a black gentleman born in 1953 then that is him.
This is a matter of public open records so go here http://www.state.mi.us/mdoc/asp/otis2.ht... and click the I Agree button at the bottom and then it will take you to another page which you will then type in his name, and then you will see his number on another page, click it and his picture and location comes up.

thats weird, my uncle's name is ron banks, but he lives in flordia and is a schizo. so it's probabley not the same person. he never lived in michigan and don't think he was in prison. but good luck to you!!!!
