Landscaping ideas for my grass banks?

I have several large banks in my front yard that I am tired of cutting the grass on. They are about 15 feet high at a 45-60% angle. I am looking for ideas on a budget. Ground cover? If so what kind. Keep in mind that my thumb is not very green and my wallet is not currently very deep. I was thinking about lining...

Why not terrace it with those rocks. Cut flat spots into your space and build walls. You can put steps from one level to the next and plant those flat spots, even put a bench or statue there.

That will determine what kind of ground cover will work for you.
