There is no such bank. That is a fake bank name used in lottery scams

You can't win any sort of lottery in the UK if you are not a legal UK resident and you BOUGHT a ticket in the UK from an authorised ticket agent
In the UK any bank transfer charges are paid by the sender or taken out of the amount being transferred - the receiver never pays anything
