No he is not. Firstly it is a very "English" sounding name to be an employee at a Dutch bank (although of course it is still possible).

Secondly these kind of questions are usually people checking the creditials to see if there is a possibiity of a scam and indeed this is a well known scam artist who operates "You have won a lottery" scam, asks you to pay fees via Western Union or Moneygram (and so no recourse) and then you can kiss your money goodbye

So please do not send any personal info or any money. Just delete the Email and consider yourself a winner for having checked it and didn't get scammed by these losers
