Not by the US government it isn't. Perhaps mexico has some sort of insurance policy on bank deposits, i'm not sure.
It would depend.
If you are a U.S. citizen and it is with a bank like Citi or Wells Fargo, that is based in the US, then it probably would be.
But if it doesnt say it on the bank or statements, probably not.
