Are you saying that the California authorities cannot find your birth records - or are you saying you lost your copy of your birth certificate?
If you lost your copy, contact the authority that issues birth certificates (It may be done at a city, state, or county level), and request they send you a new copy. There will be a fee.
If the authorities lost your birth records, you can often establish your identity by getting some other proof of birth. This could include such documents as a baptismal certificate, hospital records, other legal documents, maybe a newspaper birth announcement at your time of birth, or sometimes by an affadavit signed by somebody who knew you at birth. The authorities can tell you what you need to do to find a reasonable substitute.
You can order a birth certificate from the Dept. of Vital Records in the state of California. There is a small fee required, but it's under $20.00. With that you will be able to get your social security card from your local SS office.
Get those documents replaced. Go the state of California website and look up vital records for your birth certificate, and contact your local Social Security office for a social security card replacement (or original).
