Take a bus, the route should be FAIRVIEW, PHILCOA. Tell the driver you're going to Central Bank Quezon City. It's in East Avenue
Or you can just take a cab and it will probably cost you about Php 200.00
You can take the MRT train from Taft Station to either Cubao-Araneta Station then you take a bus or jeep going to Quezon City Hall or circle. Tell the driver to drop you at the Central Bank. I think its just in front of the Philippine Heart Center in East Avenue.
