I assume you are referring to a tax refund? Do you owe the bank money? Maybe the bank didn't garnish your account but someone else like the IRS? Do you owe child support or back alimony? If it wasn't the IRS or state tax people the party obtaining a hold on your account would have had to file suit and obtain a judgment first. It that was the case you would have received a court notice of pending legal action.

Your VA check cannot be garnished. Call your bank or call the person/company who requested this garnishment. That money is untouchable.

If it's a federal retirement check, they are not supposed to do that. Call the bank and demand you speak to a V/P, not a customer service rep. If you get no response, then call the vA

your question lacks information so we have to guess. If you owe a bill or overdrew your credit card and haven't paid it and haven't appeared in court like they requested you to be there, or if you overdrew your checking account and there's an outstanding overdraft....well you have to pay what you owe. If the company can't get you to pay up then they take you to court and if still you don't pay up then they get a court order to garnish your paycheck. Then your employer must follow the law and delete the amount owed until it's paid in full and then he sends the money to the court who then sends the money to the place you owe.
