There is a First State Bank in Minnesota, but they don't have a branch near White Bear Lake, so I don't know if it is the same bank you're thinking of. They currently have two offices in the southern part of the state, Leroy and Spring Valley. Check out their Web page below.

Of course, it is possible that they used to have a branch in White Bear Lake, but closed it for some reason.
However, there have been so many bank mergers over the years that there may be another bank that took over what used to be First State Bank in White Bear Lake. I suggest you get in touch with the White Bear Chamber of Commerce. Someone there will know what happened to the bank, in other words, whether it closed or merged with another bank.
