Actually, during the Clinton years, HUD sec'y Andrew Cuomo along with ACORN began pushing banks to give mortgages to those who were not financially qualified, in the name of 'racial equity', etc. Fast forward to last year, it all comes apart when home values drop, while Barney Frank looks the other way. Draw your own conclusions, but I don't see a lot of Bush involvement here, except for not making it an issue when they saw it happening.
