Of course they can. Any one that has a court judgment against you can freeze all your assets no matter where they are.
The only entity that has the ability to garnish pretty much anything is the IRS and state depts of revenue. And, the state is actually WORSE about garnishments and bank account levies!
Weren't you receiving certified letters that you owed income tax? Even if you weren't getting letters, most people know when they have ducked and dodged the IRS.
