He is probably a scammer based in Africa.
Some things to remember:
1) No legit lender requires a fee upfont.
2) No legit lender as a generic email address (ie Yahoo.com)
3) No legit lender trolls Yahoo!Answers looking for business.
It is true, the gentleman is legit.
I heard he gave loans to some people regardless of the fees paid.
All i can say is that you can give him a try and confirm for yourself.
