Can a person living in Philadelphia PA make their own bank account?

Don't know for sure, usually a bank or S&L will want an adult signer on the account. Different states define adult differently. Stop in at a bank and go to the new accounts desk and ask.

I'm fairly sure you have to be 18 to have your own account without a guardian.
