You should be able to get a debit card, or maybe even a pre-loaded credit card. Call the banks directly. Each one will probably have different plans available. You'll certainly be able to set up a savings account.
Being under 18, you won't be able to enter into any contracts involving promises to pay.
I'm 13 and I use Wells Fargo for a bank. Here you can have one when you are 13, so I'd think that you would be able to get one, too.
