Can I open a checking account at let say TD Bank North if I already have an overdrawn account at Citizens Bank?

It depends if the bank has reported to ChexSystems yet or not. If they haven't there is a chance you could open another one. Also sometimes depending on the amount the bank does not always report it to chexsystems. You wont know until you try.

The bank runs a report, to see about your check writing history. If you have a lot of bounced checks, are currently overdrawn, etc., then they will not open the account. Some banks even pull your credit report.

From what you have said, chances are slim that you will be able to open the new account.

If you have an overdrawn account, you are probably on the ChexSystem and will find it very difficult to open another bank account. You best het is to settle up that overdrawn account.

all banks do a back ground check on everbody here in the usa to see if it is overdrawn are if you you ever had a banking account ever open

highly doubt it, Just like the other guy said they run your credit and by the sounds of it, you will not be able to open an account.
