Currently all of the local government services are closed on Monday, with some closed already for Tuesday.
However, none of the local banks have shut down. So you should be good to go. Personally I'd head to the bank early before the winds start knocking out power.

That all depends on how bad the storm turns out to be.
You will just have to wait and see. When they proclaim a state of emergency and the area is/was extremely affected by the storm then chances are that the banks won't be open tomorrow.
