i like to pick up driftwood and discarded metal that wash up. i was just wondering if it is illegal?

It depends on where you are picking it up. In general, the banks of a navigable river with a tidal effect (like the Sacramento River around Sacramento) are general public areas below high tide, where it is legal to pick up driftwood and washed-up objects. Your usual problem would be whether you can get to those areas legally (without crossing private property). Also, within some park areas, the shore and its objects may be protected. My best advice: Go to an area where there is public riverbank access ( like a boat launch ramp or a parking lot right above the bank, not in a park), and work from there. You should not get into trouble doing that.
