YES, you can use the card anywhere Visa/MasterCard is accepted. That will include nearly all ATMs and most banks.

You can get a cash advance if you have a pin number with which to do so. Although there may be an additional charge/fee anywhere from 2 to 10 dollars. Plus usually there is a higher rate on the card for cash advances. Call and ask usaa if those fees/rates apply. Or you could just western union yourself the funds, or paypal it or some such. If you do not have a pin for cash advances, then you you would need to call usaa and ask for one or make other arrangements. In which case they could do a verbal authorization at the local chase bank. ( I have done just that it was awhile ago but should still be possible)
