Union Bank of California .. they use ChexSystems but they do not deny anyone for an account as long as you are not reported for fraud on your chexsystems. I owed $500+ to Wamu(they brought up my chexsystems report and waved it) and they let me open a personal checking & savings account with a debit card w/mastercard logo today.

yes, right now in CA your best bet is to try US bank ( see info below ) but here is a list that may help you ..if these do not help you then you can email me at [email protected]

Most US banks are giving accounts to most people on chexsystems. These are regular accounts ..not 2nd chance checking...as long as you do NOT owe them money and you are not reported on your chexsystems report for any kind of " fraudulent activity " you can get an account here. It is best not to apply online but to go into a branch local to you. There are some branches that are still not not using this policy so it might be a good idea to call a branch local to you and ask about their policy first before going in. Some US branches have signs that actually say chexsystems.. no problem ..yet others will not open accounts at all ...from what we have been told you need to go to a location that is an " in store " location not a regular branch ..the " in store locations only " are the one approving these accounts not regular branches

FSNB is now open to anyone regardless of being in their location. Take advantage of this while you can. It may not last.

** FSNB now uses a credit report and many people have been turned down due to credit issues ** They do not use chexsystems or telecheck

Points of interest: -They DO have online banking/access...etc, HOWEVER, you have to call them and ask for new accounts, telling them that you wish to open a new checking account ..an application will be mailed out to you

You will probably just get an ATM debit card at first, good for any ATM for cash withdrawal, but not the Visa debit card. The debit card may take several months.
- However, if you set-up Direct Deposit, after the second payroll deposit hits, you can then call them and ask to have a Visa Debit card sent.
- IF you checked off and initialed for the debit card on the signature card that they sent
out, then they will activate and send out a card in about a week or so.
-* IF you DO NOT set-up Direct Deposit, then you can still ask for the Debit card after 4 months, predicated on proper use of your account during that time frame.
They are a GREAT bank and was one of the major banks on here, untill they controlled the applications to the states that they have locations in.

As an added bonus feature of FSNB:
I've mentioned several times on here over the past year and half, about the added bonus with FSNB, in that if you have direct deposit with them, you can get an advance for a $16
fee. It's called a temporary overdraft,

. they give you an advance , up to your lowest of the last two deposits, for the $16 fee.

FSNB charges $1 fee for not using one of their ATM's, plus any 'foreign' ATM fee

Right now people on chexsystems are getting accounts at BOA even outside of these guidelines.

unable to open a new account for you until you have been removed. You
are normally on Chex Systems for five years (this was formerly seven
years.) The new guidelines are as follows:

- Bank of America will increase the threshold for reporting accounts
closed for non-fraud related overdrafts to $100.00.

- Bank of America will disregard Chex Systems reports based upon
non-fraudulent activity that are older than three years.

- Bank of America will disregard a Chex systems report for
non-fraudulent activity that is older than a year if the overdraft has
been paid.

- Bank of America will disregard a Chex system report for
non-fraudulent
activity if the applicant completes a financial responsibility course
and has repaid the overdraft.

- Bank of America will continue to inform customers about Chex Systems
upon opening an account and at least 30 days prior to closing an
account.

It will be necessary to bring all pertinent data and information
clearing you of any liabilities to a banking center, and depending on
your situation, a bank manager can make a decision as to whether or not
an account can be opened for you.
