Who controls parts of the West Bank that are not under the Palestinian Authority?

Since the entire West Bank is not under the Palestinians control, does that mean that it is partially Israel's or is it completely Palestinian regardless of the settlements and limited PA control? Is Bethlehem legally Palestinian and is there going to ever be a official State of Palestine not taking into...

Without getting bogged down in the technicalities, Israel legally owns the West Bank lock stock and Barrel. Jordan legally handed it over in the 80’s. The majority of the “Palestinians” living there, are actually former Jordanians who got kicked out of Jordan for trying to overthrow the king. Israel CHOOSES to take the high road and not wipe them out like Jordan would do if the situation were reversed and Israelis were squatting in Jordan. The West Bank was originally Part of Israel as it was created in 1948. Jordan took it in war and Israel took it back in 1967. There is no question that it belongs to Israel, the issue though is that the Palestinians (who are basically Jordanian separatists that moved in after Jordan took it from Israel) Want the UN to declare it a separate country so they can take it from Israel.
That is the equivalent of The United States invading and occupying Quebec and then dumping a bunch of Tea Party separatists there. 20 years later they give Quebec back to Canada and expatriate any Americans living there. Canada takes possession but the former Americans living there declare themselves sovereign natives and demand that the UN recognize them as a separate self-governing state.
