Do gas stations/ banks put "Holds" when you make a purchase with a debit visa?

I went to the Hess on 8604 E. SR 70 BRADENTON, FL and i have a debit visa card from Suncoast federal credit union which is right across the street. Long story short I bought 15.12$ worth of gas and right after the 15.12$ on my bank statement it says (PENDING) HESS 09206 Withdrawal $90.00 Would you please like...

Yes, some retailers put "holds" on purchases. This practice is prevalent at gas stations and hotels.
